Design, Engineering, and Construction

LINK staff offers extensive engineering and project management experience and capabilities. The engineering resources encompass nuclear, mechanical, civil, and structural disciplines. The staff have helped clients plan, evaluate, and manage diverse and technically complex projects. Personnel experience includes initial setup and design of new activities, project planning and integration, process improvement initiatives, cost estimating, cost and schedule analyses, plant upgrades, nuclear facility construction, commissioning, operation, and facility deactivation and decommissioning projects. On major design, engineering, and construction projects, LINK’s breadth of experience ensures that project baselines are well defined, design controls are established and followed, resource needs are identified and managed effectively, and safety and quality assurance are integrated into project activities throughout the lifecycle.

Relative to major nuclear design and construction projects, LINK routinely provided hands-on engineering expertise and technical support to review and evaluate system design engineering, project integration, and construction management for major DOE nuclear facility design/construction projects, including the Waste Treatment and Immobilization Plant (WTP) at Hanford, the Salt Waste Processing Facility (SWPF), Integrated Waste Treatment Unit (IWTU), ORNL Building 3019 (U-233 Material Blending and Disposition Project), and the Depleted Uranium Hexafluoride (DUF6) Conversion Facility at Portsmouth.


Specialized Engineering, Nuclear Safety, and Technical Expertise

LINK also provides extensive support to Federal and commercial clients related to following specialized engineering and technical disciplines:

  • Generated Safety Evaluation Reports for over 20 nuclear facilities and activities.
  • Provided nuclear facility safety training to managers and facility representatives.
  • Performed numerous assessments of contractor Unreviewed Safety Question (USQ) processes.
  • Provided specialized nuclear safety support during operational readiness reviews.
  • Provided technical support to analysis and resolution of soil-structure interaction issues (SASSI) with the ultimate aim of developing needed DOE guidance in this area. 
  • Provided technical support to independent analysis and verification of assumptions and calculations used to derive input parameters for radiological dispersion analysis. 
  • Provided seismic, structural analysis, and beyond deign basis event (BDBE) review at high hazard nuclear facilities. 
  • Provided specialized technical support to address program management , safety, and engineering issues raised by external entities including the Defense Nuclear Facility Safety Board (DNFSB), Government Accountability Office (GAO), and the Office of Management and Budget (OMB).
  • Provided specialized engineering and safety training, including:
    • Environmental Restoration and Deactivation and Decommissioning Safety Basis (1120 Safe Harbor DSAs).
    • Nuclear Facility Safety Basis.
    • Nuclear design and fabrication requirements of ASME B31.3 Process Piping, ASME VIII Pressure vessels, and ASME III Nuclear Components.
    • Nuclear/Seismic course: Seismic Design and Retrofit of Structures, Systems, and Components.

Program/Project Management

  • Provided support to the development of the project management strategy for a nuclear facility Deactivation Project, including establishing project milestones, schedule, development of work breakdown structure, development of project plan and development of integrated safety strategy.
  • Provided technical support to  Readiness Assessments, Independent Project / External Project Reviews (IPR / EIR), Construction Project Reviews (CPRs), lie management oversight audits
  • Provided technical support to the development and review of critical decisions (CD) encompassing all lifecycle documents including project execution plans, risk management plans, acquisition strategy, safety design strategy, safety design reports and tailoring strategy
  • Technical support to the development of budget planning and formulation, including the ES&H budget planning process.
  • Development of DOE Standard Review Plan on (Earned Value Management System (EVMS) and Integrated Project Teams (IPTs)

Environment, Safety and Health (ES&H)

  • Provided significant support to the Department of Energy in development and implementation of occupational safety and health related programs, processes, and procedures including technical input and cost-benefit analysis in support of rules and directives, regulatory analysis, excellence-based initiatives such the voluntary protection program (VPP), worker safety and health (Federal and contractors), and analysis of workers compensation cost.
  • Provided technical support to Department of Labor in comprehensive environment, safety and health inspection review of Job Corps Centers across the United States including Hawaii, Alaska, and Puerto Rico.
  • Provided technical support to the Federal Emergency Management Agency in review of occupational safety, environmental, and the Americans with Disability Act review of most FEMA installations across the country.
  • Provided subject matter expertise in conducting accident investigations to the U.S. Forest Service, analyzing causes associated with aviation incidents and fatalities associated with major forest fires.
  • Provided review and analysis of emergency planning and response at select Department of Justice, Division of Civil Rights, operations.

Quality Assurance

LINK has provided extensive technical support to the development of the DOE Corporate Office of Environmental Management (EM). Towards that end, LINK offers the following QA related experience:

  • Technical support to the development of EM Corporate Quality Assurance Program (QAP), including graded application of ASME NQA-1 Standard. 
  • Developed a web-based corrective actions commitment tracking and status system.  This system, The EM Corrective Action Hub, is currently hosted on EMCBC servers and contains QA audit reports, resultant findings, corrective action plans, the agreed upon commitments, and the status of progress.
  • Provided technical support to the development of several QA related Standard Review Plan (SRP) Review Modules including, Corporate Protocol for HQ Review/Field Self-Assessment of Site-Specific Quality Assurance Implementation Plans (QIPs). The developed methodology was used successfully by EM to implement its Phase I and Phase II review and approval of site-specific QAPs and QIPs.
  • Technical Support to the development of QA Standard Review Plan (SRP) review module to ensure integration of QA throughout project lifecycle and critical decision (CD) review process. 
  • Technical support to Software Quality Assurance Program including technical publications such as:   DOE Accelerator Software Quality Assurance Examples; and Systematic Approach to Implementing the Quality Requirements of DOE O 414.1C for Software
  • Technical support to the development  and delivery of numerous NQA-1 Lead Auditor Training Courses throughout EM complex, delivery of NQA-1 Software QA Training, delivery of Commercial Grade Dedication (CGD) Training Courses, and the development and delivery of QA training for Federal Project Directors (FPDs).
  • Technical assistance to Phase I review of practically every major EM sites’ project-specific QA programs and implementation plan.
  • Technical support to the development of a Packaging and Transportation Quality Assurance Audit process and framework (SOPP) to perform corporate QA oversight of packaging and transportation activities.
  • Technical support to the development of the Packaging and Transportation Quality Assurance review standard review plan (SRP).  The SRP focused on the requirements of 10 CFR 71 Appendix H, the associated NRC RG 7.10, and EM Corporate Quality Assurance Program (QAP). 
  • Technical assistance in reviewing and resolving issues related to EM Waste Acceptance Product Specifications for Vitrified High-Level Waste Forms (EM-WAPS).
